Bucharest – Rețele Electrice România, the electricity distribution operator, part of the PPC group in Romania, invested in 2025 approximately 1.4 billion lei (projects put into operation worth 1.2 billion lei), of which 908 million lei projects completed from its own funds and the difference from other sources, in the modernization projects in its area of responsibility, in order to increase the resilience of the distribution network. Key projects were implemented in Muntenia, Banat and Dobrogea regions and involved the modernization of existing primary stations and secondary stations, along with works for the modernization and extension of underground and overhead power lines. In 2026, the company will continue its investment plans, in order to build a modern, digitized electricity distribution network ready to meet consumption needs with solutions adapted to the new realities of the energy transition.
The investments have a direct impact on increasing the quality and safety of consumers’ electricity supply services, expanding the connection capacities of new consumers and digitizing the infrastructure for the efficient management of unplanned outages.
Last year was a very good year for us: we made a consistent volume of investments in all the counties where we operate – from the modernization of primary stations and medium and low voltage overhead power lines to complex projects to increase supply safety and environmental protection. These are investments that can be seen in the field and, above all, bring direct benefits to the communities where we operate. Our performance indicators have constantly improved, as a result of efficiently investing. We continue to take relevant steps towards building smart, resilient grids that meet consumers’ needs with solutions adapted to the new realities of the energy transition.

In brief, the year 2025 meant – 2 new primary stations, 4 modernized primary stations, 1 km of new high-voltage line, about 64 km of modernized high-voltage lines, 303 km of new medium-voltage lines, 453 km of modernized medium-voltage lines. In the process of digitization of the network, 575 new remote control points were added. Also, almost 1000 new secondary stations were added, while 440 were modernized. In 2025, the total number of smart meters installed by Reţele Electrice România reached 2 million, the largest volume reached in the electricity distribution system in Romania.
Reţele Electrice România continues its investment plan in 2026 for its area of responsibility, with the objective of building a modern, digitized electricity distribution network ready to respond to its customers with solutions adapted to the new realities of the energy transition. For 2026, commissioning is planned for investment works of 1.3 billion lei, of which 821.3 million lei from own funds, and the difference from other sources.
This year, the works are mainly aimed at modernizing and replacing the electricity distribution infrastructure, by replacing the worn high and medium voltage cables and by rehabilitating the overhead and underground lines. An important component is the realization of loops and network reconfigurations to increase redundancy and ensure continuity of power supply to consumers. Expansions and expansions of transformer stations are also planned, as well as the modernization of switching and protection equipment, to support load increase and improve operational safety. The implementation of automation, remote control and smart metering systems allows for the rapid location of faults and the reduction of the duration of outages. Overall, the investments aim to increase the reliability of the grid, improve the quality of the energy supplied and reduce operational costs in the long term.
In the period 2026-2029, the execution of the projects financed by the Modernization Fund will continue in the three distribution areas of the operator Rețele Electrice România (Muntenia Sud, Banat and Dobrogea), the projects totalling 1.36 billion lei, of which 1 billion lei in the Grant. Moreover, in the period 2026-2027, the implementation of the AADMS project co-financed through the Sustainable Development Program continues, the project being initially financed from POIM, the total value being 135 million lei, of which 69 million lei non-reimbursable contributions. At the same time, the WFM operational efficiency system is being implemented, another step in the process of digitization of processes carried out at the level of Rețele Electrice Romania.

In 2025, in the Muntenia region, more precisely the municipality of Bucharest and the counties of Ilfov and Giurgiu, Reţele Electrice România has put into operation projects for the modernization, digitization and development of the electricity distribution network worth about 655 million lei.
Among the most important projects in Bucharest are the completion of the modernization of the 110/20/10 kV Filaret and Obor transformer substations, which will lead to an increase in power security and connection capacity in the area, the modernization of the medium and low voltage electricity networks in the Scărlătescu and Caracas areas, the completion of the works to transition the medium voltage network to 20kV in the Ozana – Pallady area, replacement of the 110 kV Filaret-Grozăvești underground line.
In Ilfov county, the completion of the works for the amplification of the installed power from 2X40 MVA to 3×40 MVA, and the extension of the 20kV network in the Arcuda 110/20 kV substation were completed, , increasing the security in the electricity supply of the localities of Dascălu and Petrăchioaia, by modernizing the Petrăchioaia line, Săcălu county. Ilfov – work financed both from its own sources and by accessing European grants through the Modernization Fund financing program.
Among the projects carried out in Giurgiu County are the completion of the modernization works of the low voltage network and the implementation of the metering centralization systems in the localities of Stoenești, Isvoarele, Bolintin Deal, Bolintin Vale and Vedea, as well as the replacement of wooden poles and modernization of the low voltage network in Hodivoaia, Bacu, Cartojani, Stejaru and Rălești. These investments increase the safety and reliability of the electricity supply, reduce network interruptions and losses, and improve the quality of services for consumers, while contributing to local economic development and increasing the comfort of communities.
In the Banat region, Arad, Caraș-Severin, Hunedoara and Timiș counties, Reţele Electrice Romania invested over 286 million lei in 2025 in projects aimed at providing a better distribution service to customers.
In Arad County, the modernization works of the Poltura – Horia medium voltage overhead power line were completed, as well as the modernization of the medium voltage overhead power lines in the Chisinau-Criș substation. Also, the modernization works of the medium voltage overhead power line Vârfuri – Gurahonț were completed. At the same time, the modernization works of the low voltage overhead power lines in the localities of Şeitin, Agrișu Mare and Pâncota were started.
In Caraș-Severin county, the modernization works of the 20 kV Văliug overhead power line – Râul Alb connection were completed. At the same time, the modernization works of the 110 kV overhead power lines Gătaia – Bocșa and Moldova Noua – Oravița were completed, as well as the modernization of the low voltage overhead power line (0.4 kV) in Carașova.
In Hunedoara County, the modernization works of the 20 kV IMO Zăvoi overhead power line have begun, as well as the modernization works of the distribution networks that supply consumers in the commune of Bulzeştii de Sus. Also, the modernization works of the 110 kV Baru Mare – Lonea overhead power line and the 20 kV Teliuc – Ghelari – Vadu Dobrii overhead power line have been completed.
Several works were carried out in Timiș County, including the works to increase the degree of safety in the electricity supply by modernizing the high and medium voltage cells in the 110/20 kV Freidorf substation; modernization of the 110 kV Timisoara – Giulvăz overhead power line. Works to improve the safety of electricity supply to consumers in the northern area of Timisoara and adjacent localities have also been completed. In addition, the modernization works of the low voltage overhead power line (0.4 kV) in Voiteg, the works to improve the voltage on the low voltage overhead and underground power lines (0.4 kV) in Dumbrăvița, as well as the modernization of the 110 kV Moșnița Noua – Gătaia overhead power line were completed.
As for the Dobrogea region, Reţele Electrice Romania has invested approximately 303 million lei in the counties of Constanta, Calarasi, Ialomita and Tulcea by the end of 2025.
In Constanța County, the works for the modernization of the Navodari transformer station and the works on several medium voltage power lines in the area of Băneasa continued. Also, a medium voltage loop was completed in the area of Mangalia and Vama Veche, as well as the modernization of the medium voltage electricity networks in the Navodari and Valu Traian areas, works financed from own sources and European grants through the Modernization Fund financing program.
In Călărași County, the modernization works on the Oltenița Sud transformer station have started and the modernization works on the Mănăstirea medium voltage power line have been completed. At the same time, the modernization works on the Bucharest–Budești and Sticleanu medium voltage lines continued, as well as the modernization of the low voltage networks in the localities of Roseți and Oltenița.
In Ialomița County, modernization works have started in the Urziceni transformer station and works have continued the Fierbinți medium voltage lines, in the localities of Dridu and Fierbinți-Târg, as well as on the Drajna line, in the localities of Ciulnița, Ghimpați and Perieți.
In Tulcea County, the modernization works on the medium voltage power line 10902 Babadag were completed and the works continued on the medium voltage line 10000 Sarinasuf. Also, the works for the extension of the electricity networks of public interest in the municipality of Tulcea (str. 1848) and in the locality of Luncavița were completed. At the same time, the LIFE DANUBE FREE SKY project was completed, by installing diverters and insulating sheaths for the protection of fauna on the high and medium voltage power lines in Tulcea County and the Danube Delta area, a work financed by European funds.
The company Rețele Electrice Romania operates networks with a total length of about 136.000 kilometers in three major areas of the country: Muntenia Sud (including Bucharest), Banat and Dobrogea, covering one third of the local distribution market, and develops an investment program to improve the quality of services, safety and performance of the networks and local implementation of the environmental standards of the PPC group. The electricity infrastructure operated by Rețele Electrice Romania includes 293 power stations and over 26.000 secondary substations.
