Sustainable Development Program (PDD) in the Muntenia area
Project: “Smart interventions for optimizing consumption for end customers and improving the quality of the distribution service through the use of high-quality consumption data in Giurgiu county.”
SMIS Code 327171
Funding source: Sustainable Development Program 2021-2027.
Priority 4:
Promoting energy efficiency, smart energy systems and networks, and reducing greenhouse gas emissions.
Action 4.3:
Reducing GHG emissions and increasing energy efficiency in energy distribution and transport systems.
Call Code:
PDD/221/PDD_P4/OP.
General objective
The second phase of the project consists of implementing an integrated ADMS platform, which will contribute to reducing the average household energy consumption and improving the quality of the distribution service through the implementation of the integrated ADMS (Advanced Distribution Management System).
Total value
The total contract value is 55,355,829.19 RON, VAT included, of which the amount allocated for the second phase is 30,404,734.45 RON, VAT included, and 23,001,164.46 RON represents the total eligible amount funded through the Sustainable Development Program 2021-2027.
According to Emergency Ordinance No. 36 of May 17, 2023, regarding the general framework for closing operational programs funded during the 2014-2020 programming period, and in line with Order No. 2233/28.05.2024 (Applicant’s Guide – Conditions for Accessing Funding for Phased Energy Sector Projects), projects that were not completed under the Large Infrastructure Operational Program (POIM) 2014-2020, Priority Axis 10.2, may be finalized through the Sustainable Development Program 2021-2027, Priority 4 – Promoting energy efficiency, smart energy systems and networks, and reducing greenhouse gas emissions, Action 4.5 – Projects for modernizing and expanding electricity transport and distribution networks and constructing new networks with integrated digitalization elements.
This project, with a total duration of 58 months (28.02.2022 – 31.12.2026), will create a smart network area in the second phase (29.11.2024 – 31.12.2026), allowing end customers to benefit from higher-quality services at a standardized level. This will enable them to predictably adjust their consumption behavior, leading to reduced individual consumption and increased energy efficiency, through the implementation of the following component:
Component C1
Consists of an integrated ADMS (Advanced Distribution Management System) platform. This component includes a new DMS/EMS module and integration with existing SCADA and OMS modules.
