Large Infrastructure Operational Program (POIM) in the Dobrogea area: smart interventions for consumption optimization

Project: “Smart interventions for optimizing consumption for end customers and improving the quality of the distribution service through the use of high-quality consumption data in Constanța county”
SMIS Code 139889
Funding source: Large Infrastructure Operational Program 2014-2020
Priority Axis 10:
Protecting public health in the context of the COVID-19 health crisis, increasing energy efficiency, and using renewable energy sources, funded by REACT-EU.
Specific Objective 10.2.:
Increasing energy efficiency and using renewable energy sources to support a green, digital, and resilient economic recovery.
Call:
POIM/970/10/2/Increasing energy efficiency and using renewable energy sources to support a green, digital, and resilient economic recovery.
The general objective
of the project is to invest in energy infrastructure in the homogeneous zone of Constanța county (the city of Constanța) and implement an integrated ADMS platform and an Analytics platform, which will contribute to reducing the average household energy consumption and improving the quality of the distribution service.
Total value
The total project value is 45,642,122.82 RON, of which the total eligible amount funded through the Large Infrastructure Operational Program 2014-2020 is 30,610,930.60 RON (100% of the total approved eligible value).
Through this project, with a total duration of 45 months (01.04.2020 – 31.12.2023), a smart network area will be created, allowing end customers to benefit from higher-quality services at a standardized level. This will enable them to predictably adjust their consumption behavior, leading to reduced individual consumption and increased energy efficiency through the implementation of the following components:
Component C1
Consists of an Analytics subsystem (platform) for the measurement-collection process, located in the Cloud.
Component C2
Consists of an integrated ADMS (Advanced Distribution Management System) platform. This component includes a new DMS/EMS module and integration with existing SCADA and OMS modules.
Component C3
Consists of the rehabilitation and/or modernization of the distribution network at low/medium voltage levels in the homogeneous network zone.
