Modernization project in Balotești, Ilfov county

One of our projects, carried out through the Modernization Fund in the Muntenia region, aims to increase the reliability of the electricity supply in Balotești, Ilfov county.

Project: “Increasing the reliability of the electricity supply in the locality of Balotești by modernizing the MV lines, 20 kV Balotești, Radio Săftica, Săftica, Măgura, Ghermănești, Muntenia 1, Muntenia 2, Ana Aslan LEA, and new injections, Ilfov county”

Location and identification of each investment:

The project will be implemented in the Southern region, Ilfov county. The investment objective is located throughout most of the UAT of Balotești and on certain sections of the Snagov, Periș, Corbeanca, and Otopeni UATs, in both urban and rural areas, on public land along roadways. The land where the works will be carried out belongs to the public domain of the Balotești, Snagov, Periș, Corbeanca, and Otopeni UATs.

Total value, including the financing percentage through the Modernization Fund:

The total project value is 198,247,854.83 RON, VAT included.

The maximum amount covered by the Modernization Fund is 80% of the eligible expenses, equivalent to 131,870,378.72 RON.

The amount covered by the beneficiary (REM) is 66,377,476.11 RON, VAT included.

Main project activities

The investment project consists of the following components:

Component C1:
Modernization of the 20 kV Balotești, Radio Săftica, Săftica, Măgura, Ghermănești, Muntenia 1, Muntenia 2, and Ana Aslan LE, including route reconfiguration and reliability enhancement by converting LEA to LES.

Component C2:
Implementation of a power injection into the existing MV network at the intersection of DN1 and DJ101, to be carried out at PC 3 (PC 25 planned in this project) with a voltage source from the 110/20 kV Tâncăbești power station.

Component C3:
Implementation of a power injection into the existing MV network at the intersection of DN1 and DJ101B, to be carried out at PTAB 7222 with a voltage source from the 110/20 kV Tâncăbești power station.

Component C4:
Modernization, establishment, and reconfiguration of substations. Conversion of existing substations into fully equipped new PTAB units. Integration of new or reconfigured PTAB units into the LV distribution network. The associated MV and LV networks will be reconfigured.

Component C5:
Modernization of substations, including the installation of remote control equipment and integration into SCADA/ADMS. Expansion and modernization of the communication network, transitioning to more secure fiber optic communications. Expansion of LV network monitoring to ensure the quality of energy delivered to consumers.

Component C6
Development of technical spaces and securing operations and access to electrical installations. Installation of anti-intrusion systems in all transformer stations within the project’s area of application.

By implementing the above components, the project aims to achieve the following:

  • Reduction of operating costs, which is a performance parameter imposed by ANRE and influences the costs included in the distribution rate paid by consumers.
  • Increase in distribution capacity and reliability of the modernized MV and LV network, ensuring energy supply at European standards.
  • Improvement of service continuity and reduction of the effects of unplanned outages. Reduction of service interruption times and the number of faults/incidents caused by equipment failures during operation due to exceeding normal load or other consumption imbalances, while enabling better planning of these parameters at the network level.
  • Reduction of technical losses and more efficient energy use through the introduction of remote control and the integration of the MV/LV network into centralized monitoring, command, and control systems (ADMS/SCADA).
  • Reconfiguration of the MV distribution network, transitioning from overhead to underground MV networks where possible, as well as rerouting cable paths onto public land to improve accessibility for interventions and maintenance.
  • Increase in network intelligence, expansion of monitoring capabilities, and integration into the centralized remote control system (SCADA/ADMS), allowing direct, automated, and high-performance energy distribution management.
  • Use of video surveillance to deter vandalism of installations and assist in diagnosing potential faults under extreme weather conditions.
