Modernization project in Năvodari, Constanța county

One of our projects carried out through the Modernization Fund in the Dobrogea region focuses on modernization works in the city of Năvodari, in Constanța county.

Project: “Development, modernization, and systematization of medium-voltage electrical installations related to the Năvodari 110/20kV power station, to ensure energy distribution and supply at a quality level in accordance with the performance standard”

Total value, including the financing percentage through the Modernization Fund:

The total project value is 47,709,307.08 RON, VAT included.

The maximum amount covered by the Modernization Fund is 80% of the eligible expenses, equivalent to 31,499,799.63 RON.

The amount covered by the beneficiary (RED) is 16,209,507.45 RON, VAT included.

Location and identification of each investment:

The project will be implemented in the South-East region, Constanța county. The investment objective is located throughout most of the city of Năvodari, in both urban and rural areas (southern part), on public land, along roadways. The land where the works will be carried out belongs to the public domain of the city of Năvodari.

Main project activities

The investment project consists of the following components:

Component C1:
Modernization of MV lines, departing from ST Năvodari (110kV/20kV).

Component C2:
Modernization, establishment, and relocation of substations.

Component C3:
Integration of new PTAB units into the LV network.

Component C4:
Preparation for the introduction of new communication technologies for the digital remote monitoring and control system. Expansion of LV network monitoring to ensure the quality of energy delivered to consumers.

By implementing the above components, the project aims to achieve the following:

  • Reduction of operating costs, which is a performance parameter imposed by ANRE and influences the costs included in the distribution tariff paid by consumers.
  • Increase in distribution capacity and reliability of the modernized MV and LV network, ensuring energy supply at European standards.
  • Improvement of service continuity and reduction of the effects of unplanned outages. Reduction of service interruption times and the number of faults/incidents caused by equipment failures due to exceeding normal load or consumption imbalances, while enabling better network planning.
  • Reduction of technical losses and more efficient energy use through the introduction of remote control and the integration of the MV/LV network into centralized monitoring, command, and control systems (ADMS/SCADA).
  • Reconfiguration of the MV distribution network, transition from overhead to underground MV networks where possible, as well as rerouting cable paths onto public land to improve accessibility for interventions and maintenance.
  • Increase in network intelligence, expansion of monitoring capabilities, and integration into the centralized remote control system (SCADA/ADMS), allowing direct, automated, and high-performance energy distribution management.
  • Use of video surveillance to deter vandalism of installations and assist in diagnosing potential faults under extreme weather conditions.
