Modernization project in Manasia, Ialomița county

One of our projects carried out through the Modernization Fund in the Dobrogea region aims to increase the reliability of power supply in Manasia, Ialomița county.

Project: “Increasing the reliability of the 20 kV power line in Manasia, Ialomița county”

Total value, including the financing percentage through the Modernization Fund

The total project value is 53,781,934.38 RON, VAT included.

The maximum amount covered by the Modernization Fund is 80% of the eligible expenses, equivalent to 33,048,991.38 RON.

The amount covered by the beneficiary (RED) is 20,732,943.00 RON, VAT included.

Location and identification of each investment

The investment objective is located in the city of Urziceni (urban and rural areas), the commune of Manasia (urban and rural areas), and the commune of Gârbovi (urban and rural areas). It belongs to the public domain of the state, the public domain of Ialomița county, the public domain of Urziceni municipality, the public domain of the communes of Manasia and Gârbovi, as well as private individuals and/or legal entities. The land where the works will be carried out belongs to the public domain of Urziceni, the commune of Gârbovi, and the locality of Manasia.

Main project activities

The investment project consists of the following components:

Component C1:
Modernization of the 20 kV Manasia line, departing from the 110/20 kV Bărbulești power station, which will supply the redesigned and newly established substations (PTAB/PC).

Component C2:
Modernization of PTA units by replacing them with new PTAB units, including the expansion of distribution capacity by establishing new substations (PTAB/PC). The MV networks will be reconfigured. The 12 existing PTA units will be decommissioned.

Component C3:
Modernization of PTs, including the installation of remote control equipment and integration into SCADA/ADMS. Expansion of LV network monitoring to ensure the quality of power delivered to consumers by installing quality analyzers in each PT. Securing operations and access to electrical installations, as well as installing anti-intrusion systems at all PTAB units within the project scope (13 substations). Preparing infrastructure for the transition to secure communications via fiber optic.

Component C4:
Integration of new PTAB units into the existing LV distribution network. The associated LV networks will be reconfigured. To accommodate existing consumers, street enclosures, three-phase ignition points, and metering blocks will be installed outside the new PTs and at the base of the first LV poles.

Component C5:
Modernization of LV lines (power and lighting) and connections by replacing aging insulated conductors with twisted insulated conductors, as well as upgrading connections for 1,957 LV consumers. Installation of metering and protection blocks in the public domain, on poles, for the 1,957 consumers.

Component C6: 
Reconstruction of subscriber distribution columns for the 1,957 LV consumers whose metering units have been relocated to the property boundary.

By implementing the above components, the project aims to achieve the following:

  • reduction of operating costs, which is a performance parameter imposed by ANRE and influences the costs included in the distribution rate paid by consumers;
  • increase in distribution capacity and reliability of the modernized MV and LV network, ensuring energy supply at european standards;
  • improvement of service continuity and reduction of the effects of unplanned outages. Reduction of service downtime and the number of faults/incidents caused by equipment failures due to exceeding normal load or consumption imbalances, while enabling better planning of these parameters at the network level;
  • reduction of technical losses and more efficient energy use through the introduction of remote control and the integration of the MV/LV network into centralized monitoring, command, and control systems (ADMS/SCADA);
  • reconfiguration of the MV distribution network, transition of the MV network from overhead to underground where possible, as well as rerouting cable paths onto public land to improve accessibility for interventions and maintenance;
  • increase in network intelligence, expansion of monitoring capabilities, and integration into the centralized remote control system (SCADA/ADMS), allowing direct, automated, and high-performance energy distribution management;
  • use of video surveillance to deter vandalism of installations and assist in diagnosing possible power outages under extreme weather conditions.
