Modernization project in the locality of Nădlac, Arad county

One of our projects carried out through the Modernization Fund in the Banat region focuses on modernizing the electricity distribution network in the locality of Nădlac, Arad county.

Nădlac, Arad county

Project: “Modernization of electricity distribution networks in the locality of Nădlac by undergrounding overhead medium voltage lines, supplied from Nădlac, converting overhead substations into compact concrete substations, transitioning 0.4 kV overhead low voltage lines to underground low voltage cables, and replacing classic conductors with twisted conductors, Arad county”

Total value, including the financing percentage through the Modernization Fund:

The total value of the project is 145,434,014.52 RON, VAT included.

The amount covered by the Modernization Fund is 80% of eligible expenses, namely 85,983,575.00 RON.

The amount covered by the beneficiary (REB) is 59,450,439.53 RON, VAT included.

Location:

The investment objective is located in the Western Region, Arad county, within the built-up area of Nădlac.

Main project activities

The investment project consists of the following components:

Component C1:
Modernization of medium voltage (MV) lines (transition from overhead MV lines to underground MV cables), Petrol 1 and Petrol 2, supplied from ST Semlac (110kV/20kV).

Component C2:
Dismantling of 20/0.4 kV substations and converting them into fully equipped new PTABs. Modernization of existing electrical installations in PT 4127 and PT 4171. Integration of new PTABs into the low voltage distribution network.

Component C3:
Modernization of substations (digitalization), including the installation of remote control equipment and integration into SCADA/ADMS. Expansion of low voltage network monitoring for power quality, through the installation of quality analyzers in each substation. Securing operations and access to electrical installations and installing anti-theft systems at all substations within the project scope. Preparation of infrastructure for transitioning to secure fiber optic communications.

Component C4:
Development of technical spaces and securing operations and access to electrical installations, including building renovations and the installation of anti-theft systems (at all substations within the project scope).

Component C5:
The restoration of distribution columns for the 2,746 low-voltage consumers whose measurement groups have been relocated to the property boundary.

Componenta C6

Modernization of low voltage (LV) lines by replacing uninsulated conductors with twisted insulated conductors and converting 0.4 kV overhead lines to underground 0.4 kV cables in the central area of Nădlac, as well as modernizing service connections for 2,746 low voltage consumers. Installation of service boxes and metering on pedestals, as well as measurement and protection blocks on pedestals.

Component C7:
Installation of new neutral treatment units consisting of TFN/SA 20/0.4kV – 160kVA and an automatically adjustable 20kV, 200A arc suppression coil.

Project objectives aligned with the goals of the Modernization Fund:

  • Modernization of the 20 kV distribution network supplied from the 110/20 kV Semlac power stations, which powers the locality of Nădlac, including:
    • Reconfiguration and resizing of the 20 kV Petrol 1 and Petrol 2 lines supplied from the 110/20 kV Semlac substation by transitioning the 20 kV Petrol 1 and Petrol 2 overhead lines to underground cables.
    • Modernization of substations along the 20 kV Petrol 1 and Petrol 2 lines by upgrading electrical installations on both MV and LV sides, improving operational parameters (reduced losses, increased reliability, improved service continuity).
    • Conversion of existing overhead substations into fully equipped new PTABs. Integration of new PTABs into the low voltage distribution network.
    • Modernization of substations along the 20 kV Petrol 1 and Petrol 2 lines by upgrading and introducing remote control equipment (automation and remote monitoring), including sensors and RTUs (for SCADA integration).
    • Development of technical spaces, ensuring the technical and security conditions for the proper functioning of newly installed/modernized equipment.
    • Reconfiguration and resizing of 0.4 kV lines by upgrading the classic 0.4 kV overhead electrical line in Nădlac to a twisted 0.4 kV electrical line.
    • Modernization, reconfiguration, and resizing of electrical service connections serving consumers in Nădlac.
  • Expansion (reconfiguration) of MV and LV distribution networks, including::
    • Increasing the distribution capacity of the modernized low voltage network by transitioning the 0.4 kV overhead line to an underground 0.4 kV line with a larger section (over 70 kW/circuit).
    • Inclusion of monitoring and control equipment for MV/LV, suitable for SCADA/ADMS integration (modern automation equipment) in substations converted to PTABs.
    • Installation of a fiber optic network adjacent to the medium voltage network to facilitate data and command transmission between centralized control and command systems and network elements (sensors and control equipment installed in substations etc.).
    • Modernization of substations along the 20 kV Petrol 1 and Petrol 2 lines by upgrading and introducing remote control equipment (automation and remote monitoring), including sensors and RTUs (for SCADA integration).
    • Expansion of low voltage network monitoring with power quality analyzers to ensure compliance with ANRE performance standards and maintain the quality of power delivered to consumers according to European standards.
    • Ensuring the conditions for digitalizing energy consumption metering down to the final consumer (implementation of smart metering).

These objectives contribute to improving the SAIDI indicator in the project area by approximately 10% for MV and approximately 30% for LV, and the SAIFI indicator in the project area by 20%. Additionally, the project objectives contribute to a reduction in CPT by approximately 38% compared to the pre-modernization period.
