Modernization project in Bocșa, Caraș-Severin county

One of our projects, carried out through the Modernization Fund in the Banat region, aims to modernize the distribution network in the city of Bocșa, Caraș-Severin county.

Project: “Modernization of the distribution network in the city of Bocșa, through the underground installation of medium voltage overhead lines, the conversion of overhead substations into concrete-enclosed substations, and the modernization of low voltage networks.”

Total value, including the financing percentage through the Modernization Fund:

The total project value is 242,465,844.29 RON, VAT included.

The amount covered by the Modernization Fund is 80% of eligible expenses, totaling 146,061,693.30 RON.

The amount covered by the beneficiary (REB) is 96,404,150.99 RON, VAT included.

Location:

The investment objective is located in the Western region, Caraș-Severin county, within the administrative-territorial unit Bocșa, on public or private domain land.

Main project activities

The investment project consists of the following components:

Component C1:
Modernization of medium voltage lines, 20 kV o FNC, Bocșa Română, Avicola Berzovia, Bocșa Nouă, Bocșa Montană, Biniș, and Ocna de Fier LEA. Decommissioning of 53 km of the aforementioned 20 kV overhead lines and environmental restoration.

Component C2:
Modernization of electrical installations in substations, including equipment upgrades and expansion of distribution capacities. Conversion of existing substations into fully equipped new PTAB units, including the modernization of electrical installations in PT 4362, PT 4355, and PT 4353. Integration of new PTAB units into the low voltage distribution network. The corresponding medium voltage and low voltage networks will be reconfigured.

Component C3:
Modernization of substations, including the installation of remote control equipment and integration into SCADA/ADMS. Expansion and modernization of the communication network and transition to more secure fiber optic communications. Expansion of low voltage network monitoring to improve the quality of energy delivered to consumers.

Component C4:
Development of technical spaces and securing the operation and access to electrical installations, including building renovations and the installation of anti-theft systems (for all PTAB units in the project application area – 47 substations).

Component C5:
Modernization of low voltage lines by replacing uninsulated conductors with insulated twisted conductors, replacing 0.4 kV underground cables in the central area, and modernizing connections. Installation of distribution cabinets, metering on bases, and protective measurement blocks on bases.

Component C6
Restoration of the main lines for consumers whose connections are modernized and whose metering is relocated to the property boundary.

Component C7:
Modernization of the neutral treatment group at the 110/20 kV Bocșa station.

Project objectives aligned with the Modernization Fund:

  • Proper resizing and reconfiguration of the medium voltage line routes and their looping.
  • Modernization of substations along the lines, including the upgrade of electrical installations for both medium and low voltage, increasing operational parameters such as reduced losses, increased reliability, and improved service continuity.
  • Conversion of existing overhead substations into fully equipped concrete-enclosed substations (new PTAB units). Integration of the new PTAB units into the low voltage distribution network.
  • Modernization and installation of remote control equipment (automation and remote monitoring), including sensors and RTUs (for SCADA integration).
  • Development of technical spaces, ensuring technical and security conditions for the operation of newly installed or modernized equipment.
  • Reconfiguration and resizing of 0.4 kV lines.
  • Modernization, reconfiguration, and resizing of electrical connections serving consumers in Bocșa.
  • Expansion (reconfiguration) of medium and low voltage distribution networks, including:
    • Increasing the distribution capacity of the modernized medium voltage network by over 4 MW through underground cabling of medium voltage overhead lines in Bocșa.
    • Increasing the distribution capacity of the modernized low voltage network by over 0.8 MW by replacing uninsulated conductors with higher-section insulated twisted conductors in 0.4 kV distribution installations.
    • Inclusion of monitoring and control equipment for medium and low voltage, which can be integrated into SCADA/ADMS (modern automation equipment) in modernized or reconfigured substations, as well as those converted into PTAB units.
    • Installation of a fiber optic network adjacent to the medium voltage network to enable data and command transfer between centralized control systems and network elements (sensors and control equipment in substations, etc.).
    • Ensuring conditions for the digitalization of energy consumption measurement up to the end consumer

These objectives contribute to improving the SAIDI indicator in the project application area by approximately 10% for medium voltage and 30% for low voltage, and improving the SAIFI indicator by 10%. Additionally, the project objectives contribute to reducing CPT by approximately 40% compared to the previous period.
