Project: “Modernization of 20kV Medium Voltage Lines (MT) Ianculești, Călugăreni, Motoare, Uzunu, Pompe 2 and modernization of Low Voltage Distribution Network (RED JT) with centralized measurement in the localities of Călugăreni, Crucea de Piatră, and Moșteni-Brăniștari.”

Total value, including the financing percentage through the Modernization Fund:

The total project value is 151,583,257.54 RON, VAT included.

The amount covered by the Modernization Fund is 80% of eligible expenses, totaling 97,167,779.99 RON.

The amount covered by the beneficiary (REM) is 54,415,477.55 RON, VAT included.

Location:

The investment objective is located in the South-Muntenia region, Giurgiu county. The land on which the designed electrical networks will be installed belongs to the public domain of the localities of Mihai Bravu, Uzunu, Hulubești, Ianculești, Stoenești, Mirău, Călugăreni, Crucea de Piatră, Adunații Copăceni, Dărăști-Vlașca, Budeni, Moșteni, and Brăniștari.

Main project activities

The investment project consists of the following components:

Component C1:
Modernization of the 20 kV Ianculești, Motoare, Călugăreni, Uzunu, Pompe 2 LE, including route reconfiguration and reliability improvement by converting LEA into LES and removing them from private properties.

Component C2:
Modernization, establishment, and reconfiguration of substations. Conversion of some existing substations into fully equipped new PTAB stations. Integration of new or reconfigured PTAB stations into the low-voltage distribution network (JT). The corresponding medium-voltage (MT) and low-voltage (JT) networks will be reconfigured.

Component C3:
Modernization of substations, including the installation of remote control equipment and integration into SCADA/ADMS. Expansion and modernization of the communications network and transition to more secure fiber optic communications. Expansion of low-voltage network monitoring for improved energy quality delivered to consumers.

Component C4:
Development of technical spaces and securing operation and access to electrical installations. Installation of anti-theft systems in all substations in the target area of the project.

Component C5:
Modernization of low-voltage lines by replacing uninsulated conductors and aged insulated twisted conductors with new insulated twisted conductors, as well as modernizing connections.

Component C6
Restoration of distribution columns for low-voltage consumers whose measurement groups have been relocated to the property boundary.

By implementing the above components, the project aims to achieve the following:

  • Modernization of the 20 kV Ianculești, Călugăreni, Motoare, Uzunu, and Pompe 2 LE.
  • Modernization, establishment, and reconfiguration (from private to public domain) of a total of 78 substations and connection points, including:
    • 20 existing PTAs converted/replaced with PTAB stations;
    • 22 existing PTs transformed into new PTAB stations and reconfigured, relocated from private to public domain, plus 14 new PTAB stations;
    • 22 new connection points.
  • Modernization of 37 existing substations, where 80 new line cells with circuit breakers will be installed.
  • Modernization of the medium-voltage network through the installation of remote control and measurement equipment (RTU-MT) for SCADA-MT integration in all 115 substations in the target area.
  • Integration of new PTAB and PC stations (78 units) into the low-voltage network.
  • Digitalization and increased operational security of communications by installing a fiber optic network associated with modernized/new medium-voltage lines.
  • Inclusion of 115 power quality analyzers, one for each substation.
  • Installation of anti-theft systems in all substations within the project application area.
  • Modernization of connections for 1,671 consumers in the low-voltage distribution network of the localities Călugăreni, Crucea de Piatră, and Moșteni-Brăniștari.
