Project: “Modernization of the electricity distribution network to increase capacity and safety in the power supply for consumers in the Frumușani, Vasilați, Gălbinași, Plătărești, and Fundeni, Călărași county.”
Total value, including the financing percentage through the Modernization Fund:
The total project value is 162,176,967.42 RON, VAT included.
The maximum amount covered by the Modernization Fund is 80% of the eligible expenses, equivalent to 106,736,107.68 RON.
The amount covered by the beneficiary (RED) is 55,440,859.74 RON, VAT included.
Location and identification of each investment:
The investment objective is located in the town of Budești (both urban and rural areas), the village of Gruiu, and the rural area of Buciumeni village, as well as in the urban and rural areas of the communes Frumușani, Vasilați, Gălbinași, Plătărești, and Fundeni, with the following associated localities: Frumușani, Orăști, Pasărea, Pădurișu, Pițigaia, Postăvari, Vasilați, Popești, Gălbinați, Plătărești, and Fundeni.
The land where the works will be carried out belongs to the public domain of the town of Budești and the communes of Frumușani, Vasilați, Gălbinași, Plătărești, and Fundeni, as well as the private domain of individuals and/or legal entities.
Main project activities
The investment project consists of the following components:

Component C1:
Increase the capacity and modernize the equipment in the Budești station.

Component C2:
Establish a new 20 kV line and reconfigure and modernize the 20 kV Postăvari and Fundeni lines, with departures from the 110/20 kV Budești power station.

Component C3:
Modernize substations (PTA/PCZ/PTAB) by replacing them with new PTAB units, modernize an existing PTA, and expand the distribution capacity by installing new substations (PTAB/PC) and reconfiguring existing PCZ/PC units.

Component C4:
Modernize planned, redesigned, and partially modernized substations by introducing digital measurement equipment, installing remote control devices, and integrating them into SCADA/ADMS. Extend LV network monitoring to ensure power quality by installing quality analyzers. Enhance operational security and restrict access to electrical installations by implementing anti-intrusion systems. Develop infrastructure based on a fiber optic network for secure communications.

Component C5:
Integrate new substations into the existing LV distribution network.

Component C6:
Modernize LV lines (power and lighting), upgrade connections for 148 LV consumers in Plătărești, and relocate metering and protection groups to public land.

Component C7:
Replace distribution columns for 148 LV consumers in the area where the LV overhead line is being modernized. Outside the project scope, the applicant is implementing a rollout plan, as required by ANRE, to digitize energy measurement using own funds (recoverable through the distribution tariff), to define a planned SMI (Smart Metering Infrastructure) architecture. This project will install smart meters for residential and non-residential consumers and introduce network monitoring capabilities at the consumption point level.
By implementing the above components, the project aims to achieve the following:
- Reduce operating costs, which is a performance parameter imposed by ANRE and influences the costs included in the distribution tariff paid by consumers.
- Increase distribution capacity and reliability for the modernized MV and LV network, ensuring energy supply at European standards. Improve service continuity and reduce the impact of unplanned outages. Decrease service interruption times and the number of faults/incidents caused by equipment failures due to normal load exceedance or consumption imbalances, while enabling better network planning.
- Reduce technical losses and optimize energy use by introducing remote control and integrating the MV/LV network into centralized monitoring, command, and control systems (ADMS/SCADA).
- Reconfigure the MV distribution network, transition from overhead to underground MV networks where possible, and relocate cable routes to public land to improve accessibility for interventions and maintenance.
- Enhance network intelligence, expand monitoring capabilities, and integrate the network into the centralized remote control system (SCADA/ADMS) for direct, automated, and high-performance electricity distribution management.
- Implement video surveillance of facilities to deter vandalism and assist in diagnosing potential faults under extreme weather conditions.
