Project: Modernization of the power grid in Aradul Nou
Total value, including the financing percentage through the Modernization Fund:
The total value of the project is 102,984,696.82 RON, VAT included.
The maximum amount provided by the Modernization Fund is 80% of the eligible expenses, namely 67,401,987.34 RON.
The amount covered by the beneficiary (REB) is 35,582,709.48 RON, VAT included.
Location:
The investment objective is located within the built-up area of Arad, on land belonging to the public or private domain. The works specified in the documentation will be carried out in the southern area of the municipality of Arad.
Main project activities
The investment project consists of the following components:
Component C1:
Modernization of MV lines (conversion from overhead MV lines to underground MV cables) in Aradul Nou and Prefabricate, powered from ST Fântânele (110kV/20kV). Establishment of two connection points (PC, 20kV-20kV).
Component C2:
Dismantling of 20/0.4 kV PTAs and converting them into fully equipped PTABs, including modernization of electrical installations in PT 3453. Integration of new PTABs into the low voltage distribution network.
Component C3:
Modernization of PTs, including the installation of remote control equipment and integration into SCADA/ADMS. Expansion and modernization of the communication network and transition to more secure fiber optic communication. Extension of low voltage network monitoring for ensuring power quality to consumers.
Component C4:
Arrangement of technical spaces, securing operations, facilitating access to electrical installations, including building renovations and installation of anti-theft systems (in all PTs within the project scope – 23 PTs, 2 PCs.
Component C5:
Modernization of LV lines (conversion from overhead 0.4 kV lines to underground 0.4 kV cables). Installation of service boxes on pedestals.
Component C6:
Modernization of electrical wiring by transitioning them from overhead to underground.
Component C7:
Reconstruction of distribution columns for 2,670 low voltage consumers whose metering groups have been relocated to the property boundary.
Project objectives in line with the goals of the Modernization Fund:
- Medium voltage lines relocated underground, powered from the Fântânele 20 kV transformer station
- Installation of a 20kV-20kV connection point (PC) at the entrance to Arad from ST Fântânele, facilitating the looping of new underground lines in Aradul Nou and Prefabricate. The newly established PC will be equipped with MV switchgear, remote control, and measurement equipment.
- Conversion of 21 existing PTAs and one PT tower into fully equipped compact PTABs, including automation elements for connection to the remote control system.
- Modernization of one PT.
- Modernization of the medium voltage network by introducing remote control equipment and integrating into SCADA – MV for 23 PTs (the 22 PTABs and 1 modernized PT) and 2 connection points (PCs), as well as telemetering equipment and fiber optic connections.
- Extension of low voltage distribution network monitoring at substation feeders through quality analyzers and ensuring compliance with the performance standards set by ANRE.
- Arrangement of technical spaces and securing operations and access to electrical installations.
- Modernization of the low voltage network – dismantling and replacing 40.5 km of overhead 0.4 kV lines with underground cables, transitioning overhead service connections and public lighting underground.
- Modernization of service connections and relocation of metering groups to the property boundary for 2,670 consumers in the Aradul Nou district.
- Reconstruction of distribution columns following the relocation of metering groups to the property boundary for 2,670 consumers in the Aradul Nou district.
These objectives contribute to improving SAIDI indicators in the project area by approximately 6% (estimated) for medium voltage (20kV) and approximately 18% (estimated) for low voltage (0.4kV). Additionally, the project objectives contribute to reducing CPT by approximately 150 MWh/year (an estimated 50% reduction) compared to the pre-modernization period.
