Project: Transition to 20 kV distribution networks supplied from the 110/20/10 kV Cetate and Fratelia substations
Total value, including the financing percentage through the Modernization Fund:
The total value of the project is 46,330,089.48 RON, VAT included.
The maximum amount covered by the Modernization Fund is 80% of eligible expenses, namely 30,647,534.14 RON.
The amount covered by the beneficiary (REB) is 15,682,555.34 RON, VAT included.
Location:
The project will be implemented in the northwestern area of Timișoara. The investment objective is located within the built-up area of Timișoara, on land belonging to the public or private domain. The modernized 20 kV underground lines will be installed along routes between the two transformer substations (Cetate and Fratelia) and between the power stations included along the routes of the two lines.
Main project activities
The investment project consists of the following components:
Component C1:
Modernization of medium voltage lines, looping between ST Cetate (110kV/20kV) and ST Fratelia (110kV/20kV). Establishment of a new connection point (PC, 20kV-20kV).
Component C2:
Modernization of electrical installations in transformer substations, including equipment upgrades and expansion of distribution capacities. Conversion of existing substations into fully equipped compact PTABs. Integration of new PTABs into the low voltage distribution network. The associated medium and low voltage networks will be reconfigured.
Component C3:
Modernization of substations, including the installation of remote control equipment and integration into SCADA/ADMS. Expansion and modernization of the communication network and transition to more secure fiber optic communication. Extension of low voltage network monitoring for the quality of energy delivered to consumers.
Component C4:
Development of technical spaces and securing operations and access to electrical installations, including building renovations and installation of anti-theft systems at all transformer substations within the project scope – 23 substations, 1 connection point.
By implementing the project “Transition to 20 kV distribution networks supplied from the 110/20/10 kV Cetate and Fratelia substations,” investments will be made in energy infrastructure to reduce network losses and ensure the safe and continuous provision of electricity distribution services.
Project objectives aligned with the goals of the Modernization Fund:
- Modernization of medium voltage (MV) lines between the Cetate (110kV/20kV) and Fratelia (110kV/20kV) power stations and the establishment of a 20kV-20kV connection point.
- Modernization of electrical installations in substations, including equipment upgrades and expansion of distribution capacity in the project’s area of applicability.
- Modernization of transformer substations, installation of remote control equipment, and integration into SCADA/ADMS. Expansion and modernization of the communication network and transition to more secure fiber optic communication. Expansion of low voltage network monitoring with quality analyzers.
These objectives contribute to improving the SAIDI and SAIFI indicators in the project’s area of applicability, reducing them by 5% compared to the 2014-2021 average. Additionally, the project objectives contribute to a 50% reduction in annual technical losses (CPT) for the medium voltage network ST Cetate/Fratelia, compared to the 2014-2021 average.
