Modernization project in Cenad, Timiș county

One of our projects carried out through the Modernization Fund in the Banat region aims at modernizing the distribution network in the locality of Cenad, Timiș county.

Project: Modernization of the medium and low voltage distribution network in Cenad, Timiș county

Total value, including the financing percentage through the Modernization Fund:

The total value of the project is 58,033,824.26 RON, VAT included.

The maximum amount covered by the Modernization Fund is 80% of eligible expenses, namely 34,451,068.65 RON.

The amount covered by the beneficiary (REB) is 23,582,755.60 RON, VAT included.

Location:

The investment objective is located within the built-up area of Cenad, Timiș county, on land belonging to the public or private domain. The modernized lines, of type LES 20 kV, as well as the newly designed/reconfigured LES low voltage lines, will be installed along streets and access roads, specifically between the substations included along the 20 kV line route.

Main project activities

The investment project consists of the following components:

Component C1:
Modernization of the medium voltage Pompe Mureș line, departing from the Sânnicolau Mare power station, supplying the eight substations in Cenad.

Component C2:
Modernization of PTAs by replacing them with new PTABs, including expansion of distribution capacity. Integration of new PTABs into the low voltage distribution network. The associated medium and low voltage networks will be reconfigured. The existing eight PTAs will be decommissioned.

Component C3:
Modernization of substations (digitalization), including the installation of remote control equipment and integration into SCADA/ADMS. Expansion of low voltage network monitoring for power quality delivered to consumers by installing quality analyzers in each substation. Securing operations and access to electrical installations, as well as the installation of anti-theft systems in all PTABs within the project scope – 8 substations. Preparation of infrastructure for transitioning to secure fiber optic communications.

Component C4:
Modernization of low voltage lines by replacing uninsulated conductors with insulated twisted conductors and converting 0.4 kV overhead lines to underground 0.4 kV cables in the central area of Cenad. Modernization of service connections for 1,629 low voltage consumers. Installation of distribution and metering cabinets on pedestals, as well as measurement and protection blocks on pedestals.

Component C5:
Reconstruction of distribution columns for 1,629 low voltage consumers whose metering groups have been relocated to the property boundary.


By implementing the project “Modernization of the medium and low voltage distribution network in Cenad, Timiș county,” investments will be made in energy infrastructure to reduce network losses and ensure safe and continuous electricity distribution services.

Project objectives aligned with the goals of the Modernization Fund:

  • The project aims to reconfigure the 20 kV network by converting the 20 kV Pompe Mureș LEA into a 20 kV LES over approximately 8.65 km, upgrading eight substations to compact concrete enclosures with associated underground medium voltage connections, modernizing the 0.4 kV LEA over approximately 43 km, transitioning the low voltage LEA to LES over approximately 2.92 km in the central area of the locality, modernizing 1,629 service connections, and reconstructing consumer-related columns.
  • Modernization of the medium voltage (20 kV) line, modernization of low voltage lines and service connections, installation of PTAB substations, and modernization of substations.
  • Inclusion of monitoring and control equipment for medium/low voltage, which can be integrated into SCADA/ADMS (modern automation equipment) in the PTA substations converted to PTABs.
  • Expansion of low voltage network monitoring with power quality analyzers to ensure compliance with ANRE performance standards and maintain the quality of power delivered to consumers according to European standards.
  • Ensuring conditions for digitalizing energy consumption metering down to the final consumer (implementation of smart metering).

    These objectives contribute to improving SAIDI indicators in the project area by approximately 0.031 min/client/year (estimated) for medium voltage (20 kV). Additionally, the project objectives contribute to a reduction in CPT by approximately 148.89 MWh/year (estimated) compared to the pre-modernization period.
